As a result of the difficult economic context caused by the COVID-19 coronavirus pandemic, the Minister of Finance, through a press release from the National Agency for Fiscal Administration (ANAF) announced today (Monday, 16.03.2020) a series of measures to support the business environment.

Below you can find an overview of the main provisions:

  • during the period when Romania will be in a State of Emergency, tax inspections and anti-fraud checks on taxpayers will be suspended (except for remote checks, as well as cases of tax evasion, where clues to this effect);
  • tax returns with the deadline for submission 25 March 2020 will be postponed by one month, until 25 April 2020 (which means, by implication, also a deferral to the payment of taxes);
  • suspension or, where appropriate, failure to commence enforcement of budgetary claims. In this respect, no further injunctions, blockings of back accounts or goods will be imposed. Exceptions are the amounts arising from judgments given in criminal matters;
  • VAT refund in March for all settled statements and for which up-to-date repayment decisions have been issued;
  • the implementation of a new VAT refund mechanism, aimed at resolving accounts with speed from 1 April 2020;
  • suspension of anti-fraud actions on Filter II and specific activities at border crossing points with Hungary and Bulgaria.

The measures will be applied both during the period when the State of Emergency is declared in Romania and for a period of 30 days after the end of this state.
