The measure was adopted at the initiative of the Ministry of Labor, Family, Youth, and Social Solidarity and aims to increase social protection and stability in labor relations. With this decision, the authorities are sending a clear signal about the importance of social dialogue and protecting employee rights in a strategic sector of the economy.

The collective labor agreement, registered on June 24, 2025, currently covers 4,815 employees, representing almost 60% of the total number of employees in the sector. This threshold has allowed its provisions to be extended to all units in the field, in accordance with Law No. 367/2022 on social dialogue. Following the extension, the rights and obligations provided for in the agreement will become applicable to all entities in collective bargaining sector No. 42 – “Insurance and reinsurance activities,” which means a direct impact on more than 8,000 employees, according to data from the National Institute of Statistics.

The extension ensures a unified regulatory framework, providing predictability, better protected working conditions, and enhanced social dialogue at the sectoral level. The request for extension was analyzed and approved by the National Tripartite Council for Social Dialogue.

The measure is in line with Romania’s commitments as a member state of the European Union, supporting the objective of achieving 80% coverage of workers through collective bargaining, in accordance with Directive (EU) 2022/2041 on adequate minimum wages.
