Social contributions decreased in December 2008 and increased again in January 2009

Unfortunately, the estimations from December 2008 regarding the contributions to the social insurances payed by the employer were partially modified, on the increase, beginning with 2009.

Thus, through the Emergency Ordinance no. 255 that refers to some budgetary-financial measures published on 30.12.2008, (that completes art. 18, second paragraph from Law 19/2000 regarding the public pension system and other social insurances rights), the quota of the contributions of social insurances are established beginning with the 1st of January 2009, as it follows:

  • for normal work conditions the quota of 28% ( instead of 27,5% as it was established in december 2008) out of which:
    • 18,5% quota payed by the employer, instead of 18% in december 2008
    • 9,5% quota for employees
  • for special work conditions, the percentage will be of 33% (instead of 32,5% in december 2008) out of which :
    • 23,5% the quota for the employer, instead of 23% in december 2008
    • 9.5% the quota for the employee
  • for special work conditions the quota payed will be of 38% (instead of 37,5% in december 2008), out of which:
    • 28,5% quota for the employer (instead of 28% in december 2008)
    • 9,5% quota for the employee

Such changes, occurred after only one month, are confusing for the economic background and render difficult the calculation of the wages.

Last but not least, a further increase of the amount of contributions, even if we do not talk about higher percentage values, does not have in our opinion a beneficial effect on the business environment, especially at a time of economic crisis that we presently cross.
