Institutions may no longer require copies of documents issued by other institutions

In the Romanian Official Gazette No 1076 of 10 November 2021 Law No 267 of 09 November 2021 was published to supplement the Government Emergency Ordinance No 41/2016 on the establishment of simplification measures at the level of central public administration and for the amendment and completion of certain normative acts.

It is regulated in this legal act that:
“(1) it shall be prohibited for public institutions and specialized bodies of central public administration to ask natural persons or legal persons for the settlement of requests for the provision of a public service, copies or other documents that have been issued by public institutions or specialized bodies of central government.
(2) public institutions and specialized bodies of central public administration require copies or extracts of the documents provided for above to be produced by the entities which issued the documents, in electronic form, on the basis of the express consent of the recipient of the public service.”

This Act shall enter into force on 1 January 2022.

A de-bureaucracy measure that we have all been waiting for a long time and which should lead to a simpler and quicker resolution of the demands of natural and legal persons. However, the measure applies only to central institutions (ministries, authorities, etc.), not to municipalities, local services, local taxes and duties. Being just on the eve of the holidays, we want a new piece of legislation to apply this measure to all state institutions.
