The new version of the Revisal application according to the Government Decision no. 500/2011

As a result to the public consultations, the Labour Inspection provides to the employers the new version of the IT application Revisal for establisment and completation of the evidence register of the employees in the electronic format, updated in accordance with the Government Decision no. 500/2011:

The new format of the Revisal application allows:

  • taking over the register’s afferent data from the previous version of the Revisal application, which must be updated with all published patches;
  • the introduction, modification and correction of data from the register in accordance with the Government Decisions no. 500/2011;
  • validation of the generated register from own applications for managing their employees, other than Revisal, according to the technical specifications.
  • generating the register in electronic format which follows to be sent to the territorial labour inspectorate according to the Government Decision no. 500/2011.

The technical specifications of the general register of employees’ recording according to the Government Decision no. 500/2011. Labour Inspection provide to employers updated specifications for filling the evidence register of employees in electronic format, afferent to the technical solution adopted conforming with the Government Decisions no.500/2011.

The technical specifications are addressed to employers who use their own applications for managing their employees and details the structure of the register which will be transmitted, the rules for completing each item, including an example of generating the register:

•  technical specifications revised version 8/15/2011(Pdf forma- Portable document format)

•  example revised version 15/08/2011(archived in zip. format)

The general register for managing the employees include individual employment contracts in progress at the entry date of effectual provisions of the decision, whether they are suspended on the 1st August 2011.

The completation is done by one or more nominated persons through written decision by the employer. The employers can contract the service for completing and transmission of the register through concluding contracts by provision of services with the suppliers registered with labour inspectorates.

Revisal will be transmitted through:

1. Online- through Labour Inspection website.

Online transmission is made after requesting and obtaining the employer’s username and password, whether the employer provides the completion and transmission service or has concluded a contract for services and enabling the access to the Labour Inspection website.

2. Through e-mail- based on electronic signature:

Employers who hold an extended electronic signature based on a qualified certificate, obtained from a certification service provider according to the Law Conditions no. 455/2001 regarding electronic signature, Revisal may file your e-mail address provided by the Labour Inspectorate.

3. Submission at the ITM

Transmission of the register by filing it at the ITM can be done on CD, diskette 3.5 inch/ 1.44 MB or USB storage media with FAT/ FAT32 file system. Register, accompanied by a forward letter signed and stamped by the legal representative will be submitted as follows:

a) at ITM office in whose territorial jurisdiction the individual and legal persons have their domicile, or business.

b) at ITM office in whose territorial jurisdiction its placed the activity of the units without legal personality.

For the first submission at the ITM register, the forwarding address is accompanied by a copy of the commercial register, the certificate of fiscal registration, a copy of the ID card- in case the employer is an individual.

If units without having legal status, submission address is accompanied by the following documents:

a) Delegation of competence for the recruitment of the personnel through concluding of CLM

b) Delegation of competence for setting up and completing Revisal in electronic format.

c) Certificate of registration of the employer.

d) Certificate of fiscal unit without legal status.
